I have found the mage's circle rep at Lake Calendhal/Mage's Tower, but I have not been able to find the subquest giver for the Blackstone Irregulars there.  Where is he?  Thanks.

There isn't any. You can find them at three locations:

* Lothering: inside the tavern Dane's Refuge

* Redcliffe Village: Outside the Village Chantry

* Denerim: Inside the Gnawed Noble Tavern
