Nnnot really. They fit best on completely different kits.

The Lancer has solid DPS, and good accuracy. The Cerberus Harrier is more accurate, and hits almost twice as hard. The Lancer's only advantages are its lower weight, and unlimited ammo.

The Lancer is a great gun, but it's not nearly strong enough to obsolete the Harrier.

^ This. The Lancer isn't gonna obsolete the Harrier; at best it might be a substitute to it on some classes if you have at a higher level. Same vice versa.
