I you want to use the Templar armor you could probably just slightly modify it and remove the restriction. You could also adjust the stats while you're at it.

Making new armours from scratch is quite difficult and time-consuming - to get something of the same quality as the existing ones, you need 21 different versions, for example. (7 races and 3 LOD versions for each race). Add to that the complexities of animations, and....well, let people master something easier, like buildings and weapons first.
