When the romance is solidified during the "date" scene on the Citadel. I loved the whole talk about Armali, Benezia and, of course, when it gets locked in.

"I knew it was really you the first time I touched you again." In Cronos Station when Shep talks about not being sure he is real. That actually made me pause for a sec because it was so gushingly authentic.
Also, a little OT, in LotSB when Shep brings up blue babies, she shoves him playfully and giggles, "You...SAY these things!"

The black box scene is pretty good too. A promised legacy that isn't a little blue child. That and I like the idea she was working on that thing that entire 6 months of separation, and because she couldn't visit ... she made the box with Shep not far from her mind. Give shepard a small piece of mind, that should they fail... not exactly everything will be lost.

The kiss in LotSB after defeating the Yahg was nice too, I guess.
Edit: Missed the "ME3" in the title somehow. Oh well, these are still my favorite Liara romance moments.

That was my favorite scene of hers as well, even though it isn't romance-specific. I guess the scene could be interpreted differently depending on whether or not Liara is a LI, even though the dialogue is the same.
If 'Name in the Stars' doesn't count however because it isn't romance specific, my pick would probably be her farewell during Priority: Earth. I can't think of a better gift than a few moments of peace and serenity for someone smack dab in the middle of the mother-of-all-battles, and possibility headed to his (or her) doom. Also, Vigil. Epic track is epic.

Within the trilogy though, pretty much all of LOTSB.
Within ME3, probably the romance scene. When she leaned in and looked at Shepard straight in the eyes and said with confidence, "I love you", I about started crying seriously. No joke. I had been waiting for that moment all game when they both would finally say those words. And when it did happen, it was just so sweet.

Yep. Me too.
Ya know, I could really just say that entire scene was beautiful. It really was. I think that was probably the one part of the game that I completely loved/didn't have a problem with.
Though it could have been longer.
