Can I just say all of it?  Though if I have to pick. . .probably when she finally says "I love you" to Shepard.  I thought it was a very nice touch that Liara will say the line first if your Shepard had been loyal since ME1.  (I want to say that Liara will only say it if Shep has been loyal but I'm not sure.)  Though like I said, the entire thing is just wonderful.

I haven't done a Liara romance playthrough yet, her role in Mass Effect 3 turned me off a bit but I have seen most of the scenes. I like the part in Lair of the Shadow Broker when her and Shepard are talking about their future and he says something like "I don't know: marriage, old age and lots of little blue children?" and she says "You just say these things!", or something like that.

I know its not completely Liara specific, but I always loved the scene in leviathan after Shepard collapses out of the atlas. Liara charges clean through everything to get Shep out of there. Her 'Don't ever do that again' afterwards just completes it.

The goodbye scene in London is really powerful imo...so much emotion.

The romance scene and the time capsule (even though it's not romance specific) are really good as well. The tentacle creature line was the funniest moment, though.

The car chase in LotSB is still on my list as one of the funniest things in ME ^_^
