That's what I'd like to know as well, all anyone knows is that they were both on the Citadel at the time the Cruicible went off, how can they assume their both dead? 

This makes even less sense to me personally if you have a low EMS as well, with a damaged and potentially stranded Normandy, how did they even HEAR anything? All they can make is assumptions.

What makes you think their comms were destroyed? I haven't played low EMS playthroughs so I don't know how that scene differs if at all.

the comm network is comprised of mass relays so.....if the big ones are damaged stands to logic that the small ones are too
