So much armor that nothin can penetrate it. Side effect includes not being able to run.

WRONG, WRONG, WRONG
The guys from Bioware gave the Juggernaut immunity for balancing reasons (if he can't sprint, then he dies as soon as a sync kill enemy REACHES him (Banshees and Pratorians are faster than the juggernaut)
Additionally, the guys from BW said that it would simply make no sense for a HUGE robot like the Geth Juggernaut to die from a stab in2 the abdomen
And yes, it is well balanced. This class is NOT offensive-oriented, it is a almost 100% DEFENSIVE class and its task is to TAKE the damage and pick off the enemies that are most dangerous for the team to deal with with heavy melee (Phantoms) and they can simply block the way of a boss enemy (no, not with the HEX shield, but the Juggernaut is quite large, it can block a doorway by standing there)
