I understand the whole "he can run" argument, but have you tried making a U-turn with this ****ing guy? Fighting bosses on glacier is not a good day. If he was a bit faster walking backwards, he would be amazing.
Ran U/R/G solo yesterday, stood on the long ramp (at the back with the ammo box) and battered the hell out of everything. Zero Sync-Kills.
In general though, this guy is a beast. Best used for guerilla tactics against bosses, only standing his ground when in the correct place.

Don't look a gift staircase in the mouth.
Beware of Krogans bearing gifts.

Instead of continually looking at it from a lore/duh issue, try and look at it purely as a game balancing one. We all know Krogan are tough badasses with health regen. Look at it too, that in theory, the Juggywhat should kick the huckleberries off a Krogan before he had a chance to look at him wrong. So balance that in a co-OP game and you get Krogans without sync kill immunity.
Where is the fun?
As far as balance goes, Krogan should be Krogan, then you adjust their health and shields. BW messed them up from the start, then instead of quickly fixing them, just kept making it worse by giving them more health and shields as if that fixes the problem.

Gameplay reason, can't run/dodge/move. Krogan is fairly mobile. Lore reason, Juggs houses multiple geth programs in multiple cores in Juggs hardware unit... which are... nothing like redundant organs.
Real reason: space magic.

Well fun wise, I can point to ten other kits Id rather have fun with, if that what is BW uses to balance things becaue whats fun for me, isn't necessarily fun to someone else. Personally, I wouldn't find it fun to have no consequences to getting up close and personal to melee all the things. Ill do my 10 extractions for the challenges and then Juggy can sit on the shelf.
As far as balancing, you have to take the whole world into consideration. While we might not agree with BW's decisions, lets say they had this Juggy or some form of him they wanted to implement a long time ago and was working Krogan nerfs/buffs around it. Krogans are flesh and blood, they aren't immine. They have redundant organs and wear heavy armor. They aren't invincible. The same could be said of the Geth because they are machines. But you cant have a Krogan being on par with the Juggy, that's just not balanced.

NO ONE WOULD PLAY IT
I mean honestly...there's no way in hell you can get away from the sync-kill enemies with the Jugg, but you can do it with the Krolord through the simple fact that he can run. The Jugg on the other hand, is almost always crawling with sync-kill enemies, especially phantoms. Poor things are always tripping over phantoms until they force choke the little brats.

Second, redundant organs don't help if you lose them all at once. Who says the Phantom's sword doesn't have anti-krogan countermeasures? And all the other melee guys either are also part krogan (Brute) or bigger and stronger than a krogan. Krogan aren't as tough as some people believe, especially in relation to giant robots like an Atlas. Still, ME3 does a good job of making krogan as tough as they ought to be - Ashley and solly/infilShep were as good or better at tanking than Wrex in the first game. Especially Shepard.

So instead of people crying about being sync-kill in CQC, People will whine about how the emeny kills the Warlord before the Warlord can reach the emeny. (Again in theory).

Only problem with an incline is that it's hard to 3-hit combo an atlas, since it screws up the auto-targeting for melee.
