Biggest impact? Leliana and Morrigan would be my top 2 picks. After that I would say 3) Sten, then 4) Tallis, 5) Varric. and finally 6) Loghain. Of course, these are the characters I expect to see in-game. Something big could happen off-screen that is pretty major, in which case I would put King Alistair (or even Warden Alistair) over Tallis, Varric and Loghain, even though I don't think we'll see Alistair in-game.

I think Morrigan will be returning. She is a fantasy lady, after all.

Of former companions, I think Morrigan (OGB or at least Eluvian plot thread), Alistair (if alive, and particularly if King), Leliana (Orlais and ties to the Divine), Sten (as the Arishok), Varric, and Isabela all have a good chance of a cameo. Pretty much any of the companions could get a cameo or at least a mention, if alive. I'd be okay with that, if it makes sense.

Anyone who can't be killed is worth considering:

Oghren
Leliana
Varric
Sebastian
Aveline

Others like Sten can be brought back with minimal handwaving.

Leliana and Cassandra
1) It's called Inquisition.
2) The last act of Dragon Age II was about mage uprising, and the outer frame involved Cassandra and arguably Leliana.
3) Asunder was about Divine Justinia's attempt to deal with the circle rebellions.  Note: Cassandra and Leliana are allies to Justinia.

Therefore: Leliana and Cassandra.

Morrigan and Flemeth
Morrigan and Flemeth are up to too much to not show up again in future Dragon Age games.  Now whether that's DA3 or not is unclear.  I think it would be popular with many to have Morrigan re-appear.  So there are advantages to playing the Morrigan card.

Aveline and Loghain
Aveline has ties to Orlais, and the Mark of the Assassin DLC gave Aveline some questions about her past that could believably cause her to travel to Orlais.  And Loghain, assuming he's alive, is deployed to Orlais.  So given his feelings about Orlais, the tumult he's been through and his ties to the Grey Wardens, he could be interesting there.  (If you did have Loghain, it makes sense to have Alistair play a role.  That way people that don't get the Loghain content could have access to Alistair stuff.  Now if both are dead. Who knows.  Anora?  Someone new?)
