So I couldn't help notice that yesterday they added the words. "Available Soon" on the RtO page. I suppose the same holds true for my refund... Available Soon.
Not gunna bother paying for this DLC now(leaked/unlocked version played just fine thank you very much). Note: I was, but they blew it with their poor PR and silence.

If true, how does one go about getting it? I've got 1300ish points that've been waiting since December, yet I still don't have any option to download. (playing on PC).
All I get is the "buy more points" page--are the points I already have somehow expired?

Same here. I checked it today and saw that it was available... So... Got the points, but see no way of using them towards Ostagar.

Same for me, Return to Ostagar does not appear under the Downloadable Content tab, I have 1050 points to spend still. Why is nobody from Bioware chiming in here?

Maybe because this is the wrong forum. This forum is only for the purchasing of points. If the DLC isn't showing up in your game, its a technical problem more appropriate to the Tech Support Forum. And there have been threads all over the PC Tech Support Forum related to this.

I figured out something... Might work for everyone else. My problem was the DLC wasn't showing up under the available content. So, I found the DLC here: social.bioware.com/forum/1/topic/58/index/81613
The DLC list and links for download are under 4.1.
I downloaded and installed the return to ostagar.
I ran daupdater located in my game's installation under [Dragon Age > bin_ship] and installed the dlc from there. Only one of the two files worked for me.
Then went into the game. RTO showed up under the installed components as unregistered, but did show up now on the available content. I was able to use the bioware points to buy it and reinstall from in the game.
If the DLC won't reinstall than follow the directions of 3.3.1 of the link.

I was offered the chance to buy in-game, and that worked for me. Bann Loren's Lands just appeared on the map, I had a convo, as was made the offer to purchase right there. Worked like a charm.
