Some of the criteria we used to do for pre-judging:
If they left the template banner on it with no easy way to remove
Wrong dimensions
Bad scaling
Any English only text
A critical part of the image was on the left side (it would be covered by in game text)

Understandably, but I can't imagine that ruled out all of the amazing artwork.
