I am wondering why other profiles on my PC cannot access the DLCs that I paid for or gotten through special codes? I do have a roommate who would like to play DAO but he does not have access to the DLCs I legitimately recieved. Is there any legitimate way around this? Why was this limitation placed? This wasn't in the XBox 360 version.

Because they're not associated with the code for the content.

Can a different Xbox LIVE account access your DLC on the 360?

If they log in to the BioWare servers using the same e-mail address and password, the DLC should be available for download (they'll need to download it separately, as it's installed in the user directories).
If they have separate BioWare profiles, then they're out of luck.
