I'm going to go with this.

Bringing someone back from the dead who was practically riding a nuke is way too far-fetched. Granted, the Lazarus Project was far-fetched as well, but at least Shepard would have had some form of remains. The Virmire casualty would have been completely atomized. They were reduced to nothing but particles.

Also from what we've heard about the Citadel so far it sounds as if Bioware is trying to be fan servicey. If that is the case, I don't think they'd bring back the Virmire casualty as an enemy. I think they realize that it wouldn't go over well at all.

Morinth is dead in about 85% of all ME2 playthroughs.

Also, since we never actually saw the other squad-mate after we made the choice, who's to say they weren't captured? I imagine them being captured, tortured, emotionally twisted to hate Shepard, and turned into a thrall.

 I'm pretty sure it's not going to be who you left beind on Virmire. That makes little to no sense depending in how much you headcanon that scenario.
Morinth also wouldn't make any sense. Not only does she lack any kind of influence (influence that would probably be necessary) you can also play the game at any point during Act 2 which means she,even if she survived that long has potentially already turned into a Banshee.
My guess is that it's going to be somebody we don't know yet (and I'm hoping non-Ceberus)But a Reaper Agent (controlled by Harbinger) might also be interesting....
Or Conrad Verner.

The Great Chessmaster of the conspiracy will be a guy you've never heard of who's working for Cerberus and wants to take you out on TIM's orders. Wrex was on-station so he decided to team up with you.

Then you get a Pinnacle Station apartment.

I'm voting for this group.

1. The mastermind with the Cerberus connections -- Elias Kelham. He's a human with an axe to grind against anti-human politicians. 90% of you stopped his assassination attempt on an anti-human politician Joram Talid. Talid won election and made his life miserable. And you beat the living crap out of him, well most of you did, right. Come on, 'fess up. Enhanced interrogation. Unless you were a paragon pansy. I shot Talid anyway, but that's not going to help because I'm human. He wanted an alien to take out Talid.

2. Kelham has a toad now that you took out this guy's organization...Harkin. That former C-sec officer. You haven't seen the last of this guy. Put him out of his misery.

3. The traitor: Kelham has Bailey in his pocket. Bailey is dirty. He's been taking bribes from Kelham and Kelham is about to call in his markers.

This is why it takes place AFTER the coup attempt. The Udina Coup attempt was interesting. My theory is that Cerberus' instructions were to wound Bailey but not kill him. This was to insure that there was a friendly C-sec Commander in place after the coup, and the troops would fall in line.

The VS was to take care of Shepard. Kai Leng and company was to take care of the VS and the rest of Shepard's group, and Udina the council. Bailey was to arrive and holster his weapon with everything under control.

In case of failure, Bailey would then let Kai Leng escape into the Keeper Tunnels by being just slow enough and not pursuing him.

Things didn't work out, and Kelham is looking for payback. He's the Donovan Hock of the Citadel.

While that would be cool, I don't see why he would be interested in the Council archives or how he would be politically connected to Citadel affairs. He's just some random criminal.

You know the one that you meet when you first walk in the citadel on me2 who says "sorry for the iconvienience sir" twice.....always!

He is probably really peed off that shepard never acknowledges him even after aaying it twice constantly over and over

This is plausible.  Elias Kehlam, plausible. Terra Firma party, plausible. Reaper Jenkins, plausible. A leftover bit of Thorian spawn that knawed it's way into some people's brains?  Plausible.  That's actually the one I'm hoping for.

So he was advanced due to shady dealings involving Udina that involve Bailey shooting his supervisor?  I didn't remember him saying anything about that.
