You are probably right. I do believe that the Citadel DLC will be just more of the same dull crap we already got and the vailan will be the single most dissapointing thing that BW ever pulled out of their A****.
It is just going further down the hill with ME in general... sad!
But let's fact check here for a moment:
- - It has to be a character that every player knows which means
- NO sidequest character
- NO DLC
- NO loyalty mission characters
- NO character that is tied to Shepards origin (also this might be cool)
So let's see who is left (alive or a way to somehow bring the character back from the grave):
- NO character who's live depends on a choice you made
- NO character we killed first hand (only cutscence)
- Can't be Udina or any other character we already dealt with him in ME3
- It has to be big since it is the very last DLC for ME3 and Shepard.
That's it....
- Kaidan/Ashley ME1 (obvious but WORSE IDEA then any others)
- Executor Palin ME1 (alive and turned corrupt according to Baily)
- Metriach Benezia ME1 (could be ressurected somehow but DUMB...)
- Richard L. Jenkins ME1 (could be ressurected AWESOME...)
- Barla Von ME1/ME3 (Somehow unlikely....)
- Pitne For ME2 (Dumb)
- Arvina ME1/ME2/ME3 (WTF ?!?!)
- Warlord Okeer ME2 (could be ressurected but DUMB)
- Nassana Dantius ME1/ME2 (could be ressurected but EXTREMELY STUPID)
- Mess Seargant Gardner ME2 (this would be awkward...)
- Sha'ira ME1 (well....why?)
- Nilus ME1 (why god WHY?)
- Elias Keeler ME1
- Any minor Merc leader ME1/ME2 (STUPID beause noone cares about the red shirts)
- Charles Saracino ME1
- Tarak ME2 or one of his henchman... (ressurectable but DUMB)
- Jaroth ME2 or one of his henchman...(ressurectable but DUMB)
- Garm ME2 or one of his henchman...(ressurectable but DUMB)
My money is on "The Kardashians" (ASHLEY/KAIDAN) since it would fit in the whole (you can hang out with the people you love BS...)
...but my hopes are on "Richard L. Jenkins" or "Executor Palin"

No doubt there are other options as well. Of course it could also be someone else entirely new for any number of reasons.
The Organization behind the Antagonist is not important (my money is on Cerberus anyway because I don't think BW will introduce a new faction in their last DLC... hope I am wrong)
I am talking about the Character behind the conspiracy. But Harbinger sounds a little out there... I get the impression that this would rather be some kind of political conspiracy which would rule out the brute Reaper force.
But like I said the henchman you shoot are irrelevant. I want to know who's behind it...

Sovereign was connected to Froggy Saren during the final boss battle as well as the Citadel. Shepard kicked Sovereign in the balls so hard it knocked him out cold allowing the 5th Fleet to finish him thus saving the galaxy. So Shepard killed Froggy Saren and the 5th Fleet destroyed his body.
However, reapers are made up of many programs similar to Geth as Legion stated in ME2. So Sovereign was either still connected or at least part of him was still inside the Citadel when his body was destroyed. Now with the reaper invasion under way the remnants of Soveriegn have chosen to reveal it's self to kill Shepard.
As an avatar of choice to speak to Shepard it chooses Avina.
(Addendum) It might appear similar to Will Smith's I Robot where the traffic control AI went rampant and tried to fulfill it's programming to the extreme. In this case Avina serves on the Citadel as a VI tourist info board. So she has alot of access to the Citadel. So making her a convienent puppet for some stranded reaper programs to infect and seize control over systems on the citadel. Allowing it to watch and quietly build up an husk army from unfortanate duct rats and poor souls caught in wrong place at the wron time.
That's my guess anyways.

Either way, I think bringing back someone we've tangled with before would be the way to go. I reeeally hope they went this route. Harbinger in particular, but another spectre would also be awesome. Maybe someone is out to take Shepard down thinking he's a rogue Spectre the way we pursued Saren in ME1? Especially after having dealt with Udina. Do we know for sure if Kaidan/Ashley is the only Spectre he appointed? Human or not.
However, my favorite theory has to be Evil-Twin-Shepard, twirly mustache and all!
