If a kit can't consistently land in first place in a PUG, doubling the third and fourth place scorers, than it doesn't have a lot of damage output in my opinion. Not a lot of damage output means it can't be overpowered.
Scoring 100k in a platinum game...are you setting the map and enemy? Because in my experience pretty much everyone always breaks the 100k mark in plat games. It's hardly some kind of measuring stick for overpoweredness.
Juggs can tank like a boss but his damage output is just not that great. Pretty well balanced kit in my opinion.
Edit: survivability =/= OP. The Havoc has loads of survivability but no one thinks he's OP. Survivability can be a factor in a kit being incredibly powerful if that survivability means the player can expose himself to more enemies in less time, but with the Juggernaut the speed is a severely limiting factor.
You nearly hit it right on the nose. 100k is a benchmark for damage output. If you're doing platinum and score significantly less, you better be doing something else that's helping the team in a dramatic way. A volus, for example can help simply by healing. An N7 Destroyer scoring 30k, however, is unacceptable and will receive a boot from me once the game is over. A juggernaut that can hold his own weight with damage AND tank everything is OP. Speed is not an issue with the juggernaut. He can tank everything while killing everything. He's strong enough to stand in the middle of the map and allow everything to come to him. He can shoot the smaller enemies from a distance. He can slowly wither the larger enemies away when they get to him. Juggy isn't a speed run character. If you're looking for 15 min platinums, go with the GI on glacier. If you're looking for a GUARANTEED way to win platinum, go with the Juggy.
I'm glad you used the havoc as a reference. He can do nearly all the same things as a juggernaut, but with two exceptions. 1) He can run. 2) He can die. If a phantom sneaks up behind him, he's sync-killed. You must have some knowledge of escape routes and solid awareness to effectively play him. You must have 'grenades' to stay alive. The juggernaut can ignore all of this.
A group of four Geth Juggernauts may not be able to complete platinum matches in the normal 20-30 minute range. It is, however, a guaranteed win. This gives those that have issues exracting on silver a way to extract on Platinum without putting in the effort the rest of us have.

I've stood in front of a turret before. I laughed at how little my shields went down. They're easily killed with siege.
Collectors are, by far, the most difficult faction. I agree it's harder to stay alive when playing against them. Then again, isn't that the case with every character? Saying the juggernaut is a bad character because collectors have a chance of killing him is like saying Shaq was a horrible basketball player because he sucked at freethrows.
