My questions regarding whether the omni-blade on the shotgun or the two pistol mods were jmore useful, and whether to take power or melee damage on tech armor were answered in this thread.
Already decided to spec out of electric hammer from the beginning. Thank you to everyone who crunched these numbers.

Should I still be using a Shotgun Omni-Blade even though I've not taken any melee bonuses in his fitness tree and went full power damage in Tech Armor and passives? I'm currently using the Melee Stunner and Power Amplification mod thingy with a Talon, but I just don't know if I would be better served using an Omni-Blade instead. After trying without any consumbles, I noticed I was just doing more damage with the pistol equipped instead of the shottie.
Kinda confused tbh.

If you have full power damage on TA and passives all the more should you use a shotgun omniblade V.
Power mag + stunner will do more damage on only biotic hammer and only if you took recharge in the hammer and have no power bonuses elsewhere. The amount of melee damage you will lose is hardly worth this tradeoff.
Unless there's some bug which I'm not aware of regarding power mag + stunner, this should be the case.

First hit: 11812 - 2,075.625 (2076*) = 9,736
Second hit: 9,736 - 2,362.5 (2363*) = 7,373

Could you clarify how AOE works for secondary targets?
Biotic and electric hammer are basically power effects like nova. AoE works as though you're casting a power on the spot your hammer smashed.
I thought that only the biotic or electric damage applied to secondary enemies but your above two sentences seem to suggest that there is a first melee component that applies damage without ominiblade bonus and then the enchant damage with the bonus?
Let's make things simple. You have an omniblade V and 1 point in electric hammer and nothing else.
You activate electric hammer and use the hammer HM on two cannibals.
The first cannibal (the one you targetted) takes 1,012.5 (675 * 1.5) melee damage and 312.5 (250 * 1.5) e. hammer damage.
The second cannibal takes 675 (675 * 1) melee damage and 312.5 (250 * 1.5) e. hammer damage
The first cannibal took the 1.5x omniblade bonus on the melee because it was the primary target.
The second cannibal did not take the 1.5x bonus on the melee.
Both cannibals took the e. hammer damage along with the omniblade bonus.
Does hammer melee by itself have any AOE component? How many people can it target?
All melees (even krogan backhand apaprently) have splash. I'd assume that the maximum people it can target is 3 because almost all AoE melees in the game have a target limit of 3.

Also, Warlord Rage does not reliably trigger in 1 (with Pure Rage) or 2 kills like the tooltip says. Is it because it actually requires 2 or 3 kills, like with other Krogans?

Basically put I would recommend always taking both Health/Shields upgrades in Fitness, and maxium Durability in Tech Armor.
Whether you want to spec Biotic Hammer only with Power Damage to maximize Armor Damage, or take both Hammer types and max out the Radius on Electrical Hammer for the AoE CC while forgoing Power Passives, is up to you.
Personally I have had the most success with a 66606 build.

You can choose to go the Fire Hammer if you want better burst damage on Armored Targets after stripping their Shields/Barriers. If you were to do that, then the Power Evolution in Tech Armor would be better.

I have not tested this extensively. In the single case where this was tested (seen at the end of the test data), both rage and martial artists worked.
This may be obvious but enemies killed by the biotic or electrical hammer portion of hammer attacks will not trigger either rage or martial artist.
