Am I the only one finding the Talon Merc's powers to be... Kind of inconsistent?

First of all, I like the concept of the Cain tripmines.  I love seeing whole spawns flash to goo and 'Killstreak' pop up.
But the mines seem...  Very inconsistent.  As an example: In one match I killed three Guardians by throwing a Cain mine at their feet.  They would walk over the top of it, and boom.
But in that same match, an Atlas walked right over a mine I had set.  Twice.  The mine never detonated.
Now, I was thinking 'It's probably just a super-narrow radius on the detection, which means that when you put it on the floor so it points straight up, they have to walk right over it.'
Except I then saw several Dragoons walk right over another mine I left on the floor.  They broke the beam, and it didn't detonate.
So I tried to play smart and set my mines at the top of a ladder.  Anything climbing that ladder would have broken a horizontal beam across a very narrow doorway at the top of it.  Five Cerberus soldiers proceeded to use that ladder without a single mine being detonated - I set several more across the same opening as a test.
Eventually I just gave up on the Cain mines, they seemed like a waste of a grenade.  About 75% of the time, they wouldn't detonate no matter what broke the beam.  And that beam is VERY misleading, it extends out visibly waaay past the detection range of the mine which makes it kind of useless as a visual method of keeping track of distances involved.

And the omni-bow seems rather inconsistent as well.  I had assumed that light melee was like a shotgun - if you used it point-blank, all three shots would hit the target.  Instead when I get point blank with enemies and light melee, it has never done a thing.  They never take damage.  My shots disappear, but the enemies isn't hurt at all.  And heavy melee seems to have some serious randomness assigned to how long you can hold the shot.  When I target an enemy and start 'charging' the shot, I've had the shot launch in as little as instantly, and as long as ten seconds at others.  The game seems to just randomly decide when to launch the bolts after I charge the attack up and I can't find any rhyme or reason to why the shots seem to have such variable delay.

Am I doing something wrong or are these common issues?

Huh, really? Not even a condescending 'lrn2playnublet'?

The devs have literally stickied a "learn 2 play" post in response to all the Talon Sux threads. Pretty sure it's common knowledge.

I find that the bow consistently sucks

Well yeah, but that doesn't really address my problems so far with the class.  It explains statting it out (Which I already understood from the livestream,) but it doesn't address dud tripmines and dud light crossbow shots at point-blank.

I'm a little bothered that it sounds like you have to soup him up with Amps/Passives to make the Omnibow good.

No, you don't need to learn to play. BioWare needs to learn to play. Any self-respecting gamer with 10 minutes of spare time to play with this abomination would realize he's not only buggy and completely unplayable off-host, but also the worst character in the entire game due to crappy powers and mechanics implementation. Again, like many of the Retaliation kits, there's no doubt that he wasn't tested or the developers didn't care about his state and shipped the content anyway. Which one sounds worse for you?

Cain Trip Mines have a really small activation radius and sometimes they don't activate at all. You have to place them horizontally or you'll be wasting a trap, and when you try to do that, they deploy with awkward angles and go to waste. And then you have to keep spamming Cains to detonate them, which is beyond stupid. His light melee should've been a detonation button, because the light melee as it is right now is worthless, and the heavy melee should've been the arrow firing mechanic, but faster and with either spread and homing capabilities to hit multiple targets or just a fast firing animation for the targeted enemy.
