Sha'ira the Consort - could it be she that has been indoctrinated by the Reapers to spread lies and conspiracies about the good Commander?
At the moment, she's my number 1 choice for antagonist in the upcoming Citadel DLC. She's influential (even if she her name is tarnished) and she has powerful friends...
Otherwise, I don't think she has a single mention even in ME3.
Just a thought, it'll either be her, Harkin or an as yet, unknown person(s).
Any thoughts?

Assuming there's a Shepard explanation for her being disgraced, this theory is so good it feels like I'm spoiling myself.

If she's indoctrinated, i doubt it would matter if she'd had prior contact with Shepard or not. She'd just be the Reapers (Harby?) puppet to create a conspiracy about him.

This is a really good guess. Like you said, she has the means to. An indoctrinated Sha'ira would make a lot more sense than drunk bum Harkin turned underworld genius, turned evil overlord...

I think Bailey. It was comic book about Udina making him head of C-SEC. It meanse Bailey maybe pretty loyal to Udina and it means he can be also involved.

Bailey to me doesn't seem the sort to resort to that sort of thing, he appreciated the promotion, but resented it as well - that much is plain to see in ME3. Doesn't he even voice his distrust of Udina?

And wasn't it said that the person behind everything has a reason to hate Shepard? No matter what Sha'ira has no reason. (Unless we're going 'controlled by Harbinger. Harbinger hates Shepard=Sha'ira has reason to hate Sheaprd')
Her being behind the conspiracy is one of the few things that could ruin the DLC for me, I just don't think there's a way to make that believable.

It would make sense, she had access to a lot of highlevel politicians and bussiness leaders... She would be able to setup quite the conspiracy... Maybe she's a spectre! one of the low profile ones...

I doubt it. Sha'ira was a side-quest character who not everyone will have encountered. Even if they did, why would she have it in for Shepard? Indoctrination doesn't count.

I can't really come up with any characters that could have a conspiracy "with good reason" against Shepard that isn't possibly dead in ME3.
