I had mine not show up last weekend so I waited about an hour then went to the N7HQ comm pack link fix and it showed the pack in the store. Don't have the link handy but if you search for "commendation pack" you should be able to find the link.

Same here. The overview page of my n7hq says "Operation Impact completed" but the gold star is grey and I didn't get a commendation pack.

Me neither... Did it with EDI and nothing happened afterwards... But I clearly extracted...
