Another PC user who's gotten this bug.

Eddie - I wondered the same thing after I spend my money on premium Reserves packs and got not ONE new character today, lol. So, I kept hitting up the Gift thing after playing rounds but after it maxed my weapons the Gift packs were empty and not one new character. So I finally got another Reserves pack with one of the new Chars (and the gift packs started being only consumables) and then I knew something was borked up, thought it was a glitch on my client side. Logged into N7HQ and holy moly - I really have leveled up promo weapons! I checked for threads earlier today and saw nothing though. Oh well I always wondered which of the Promo weapons was my favorite if leveled up, now I know if it is worth leveling, and which ones I want leveled 
I got to play two rounds with upgraded guns but have to fly out now and won't be back to see what happened for a week or two. I presume I'll log back in, in a few weeks and have downgraded weapons /shrug

Yeah, at first I figured it was a promotional thing for the new DLC that allowed us to mop up the old weapons we didn't have yet and allow everyone to start the DLC somewhat equally (after all, ME3 development is pretty much over soon).
I don't think they'll start banhammering people over this, especially since we reported it on the forums and PM'd a dev - I believe we posted our threads at the exact same time pretty much?
Although they might be slightly less tolerant towards people who start doing this now that a dev has confirmed it's a bug.
Yeah, I think they were posted around the same time an hour or so ago.
Although if people start unlocking a few of them now, but haven't seen our threads yet / don't read the forums, etc. then how would they know it was a bug or not? (Unless they're like the guy that continued until he maxed out all of his Promos, then they probably should be a bit suspicious there.)

. PC here. Found it strange after my third...
I opened the gift package, but in the reward it said commendation package. Therefore I didn't receive a new character.
So I presume the bug to persist untill you gotten all the rewards from the promotional...

as a SQA, i think the bugs root cause is the Gift pack was being considered as a commendation pack. Since i never opened or got to boot ME3 before the operation started somehow it got labeled as a commendation pack. my commendation pack is bugged as well... i didnt get one once i finished the operation... just my 2 cents

I believe the pack was meant to give us a character from the new DLC too (which it didn't for me), will your fix resolve this issue too?

Initially thought that this was a way to get older N7 gear out of the way since, presumably, they'd just released a whole ton of new n7 level gear. Apparently I was wrong.
Hopefully they'll just roll back the gear if they didn't mean to drop it in our respective laps.

They can't ban you for this. Bryan or some other Dev before in a thread stated that if something were done incorrectly on bioware/ea'some part they would let you keep the item in question like a weapon over X. Same applies here. No need to fear the ban hammer as it simply isn't an exploit that players are replicating and seems random. Anyone who thinks otherwise is either paranoid, jealous that they don't have free promo packs, or simply an idiot.

Side note. I went a played some MP trying to earn credits to hopefully buy a new character but after a few matches realized I wasn't receiving any credits. Getting xp though. Any others with the infinite gift packs notice this also?

I hope that's the case here regarding the banning. But I could understand completely if they take our Promo Weapon Upgrades away. It takes a lot fo work to unlock them, and for some who decide to take advantage of the bug and max them all out at X, when not even everyone got the opportunity to get even one promo weapon here.

I got to around 10 packs thinking, 'oh, this is be the last DLC for multiplayer, so they're giving you the chance to unlock all the N7 weapons in Commendation Packs since they won't be giving anymore out.'

Those who had the gift pack more than once are able to redeem them once more, but will only give them either a gold consumable or a reckoning kit. Also if you hit this issue you will not be able to get a commendation pack from impact, but lets be fair you already got your commendation weapon.
More than likely we will not be handing out bans, but would look into cases where it was obvious the player was abusing the situation and those accounts will be potentially rolled back.

Between the game, DLC and a few spectre packs I've probably spent well over a hundred euro on this game, and I'm honestly happy with spending that much as I really enjoy the mass effect series - and I'm confident I'm not the only one who spent this much.
If ME4 turns out to be as great as the previous games (hopefully even better) I'd drop the same amount of money without a second thought, even though I swore to never buy a game from EA games (but that's a different story, not one for now).
I don't think Bioware would shoot themselves in the foot by banning loyal customers over something like this.

As with the stated thread, this problem only affects a small subset of people. It's also a problem on Bioware's side and you could have bought those packs with real money.
So, by Bioware's own logic, you are entitled to keep opening the packs and keep the gifts. That doesn't give you an unfair advantage because this is a COOP game.
I'm fine with their logic, but I'm really happy to stick it to them when it doesn't work the way they wanted.
