I only use the Hurricane vs Atlases and Turrets. So it's not worth getting a 0.7s longer cooldown on overload.

Like I said, it's useless vs bosses. So it's not a great weapon to use against Reapers. Better against Collectors.

How can you say the bolded and also make a claim for this gun being the best in the game?

I still think the Javelin is better. It can one shot pretty much anything, even on non infiltrators, and it has wallhacks + innate 1m piercing so you barely have to move to find new stuff to kill.
But besides the Javelin ? I don't think anything's better than the Suppressor. It's extremely weak against bosses, a Turian Sentinel can't even one clip a Cerberus Turret with it, but it's nothing an ULM Hurricane can't fix, and you'll still end up with a better cooldown bonus than if you had a Harrier X.
I heard people complain about the lack of ammo. It shouldn't be an issue. It's not an Eagle. It's a 10-shot Black Widow that only works with headshots. Treat it as such and you won't have any problems. Technically, you should be able to kill 16 phantoms/dragoons before you need an ammo box. That's good enough.
The irony...someone who swears by weapons such as the Javelin and Claymore praising a peashooter like that. Oh well....:innocent:

If you are talking all around weapons, then I would say it isn't one of the best. I tend to think of the best weapons as those that can serve as your primary without a back up. Hence Suppressor is not that weapon, unless you are on Bronze with all low level units.
I do feel that overall it is one of the best designed weapons that they have included. Significant strength balanced by real weaknesses.

Tacscan headshot bonus is bugged actually. Marksman one is not though. Actually it's 1.3125 instead that 1.25...

He does it all the time with his javelin geth trooper. headshots stuff no matter what the range, that's rolling, jumping, flying, staggered, not staggered, moving perpendicular.... Oh and he regularly gets the 20 headshots medal before the 25 kills medal, on a variety of kits.

If it doesn't help at all, how come every developer for every shooter game for xbox / PS3 stuffs it full of snap to, targetting friction and bullet tracking? If it's so detrimental, how come even with auto-aim "disabled" in the game options, it still exists on your console shooters?
How come auto-aim existed since the dawn of 3D consoles and their FPS games....? Yeah, because it's impossible to play without it on console. Even games which have the option to disable it, it merely tones it down, not disables it completely.

Implementation, as usual, is a big factor in the usefulness of said mechanics under the umbrella of "aim assist."

I gotta say it does feel pretty bad ass
It's not that surprising. The Executioner does more damage per shot than the Black Widow. Add the headshot mod, the 70% damage bonus from Adrenaline Rush and boom. I think you need a targeting VI as well, can't remember.
