And you have to initiate it; he won't until after you complete his personal quest, which you don't get until after you go to Redcliffe.

When my character, who had his opinion up her really high, tried, he said he didn't do that sort of thing. Is he gay or something?

He has to adore/love you first - through personal questing and "good" choices or spamming of gifts and flattering dialogue choices - he's not easy like Morrigan or Zevran.

Maybe race is an issue then. But my first female character was the female noble and he turned her down. Morrigan turned down all my male characters, so I had one of them turn gay and go after Zevran, who stayed with him. Leilana has never given any of my characters more than flirtation. I'm giving gifts, but maybe not enough. It's too bad you can't do good with two Rogues in the party, I'd love to run her and Zevran together.

Race has nothing to do with it.  You have to be above 71 Adore or else he'll turn you down.

Edit: And you can do fantastic with two rogues in your party.  When I play a rogue there are always two rogues in my party!  Two rogues with stealth means all encounters with two mages are a cake walk.  Rogue is the best single target damage -- I have no clue why two would be bad!
