Oddly enough, I wanted the woman who was obsessing over the water on Ferros in ME1 as a romance option... don't ask me why... just found her appealing.

As for other NPCs in the game? Giana Parisini is the only one that comes to mind as a female option.

Male options? Gavorn, Kirrahe, Joker, the Salarian who potentially takes over Eclipse in ME3 are the only ones i can think of at the moment.

Your Shepard was merely trying to be tactful about all the millions of Asari who were dying as they spoke, even if the councilor could have told Shepard about it the moment or right after Shepard presented the Crusible.
I agree the councilor would have deserved a severe chew and burn for hording the secrets that turned out to be so important, but it wouldn't have helped the situation. After Thessia got hit the Asari started helping out with the Crusible and joined forces with the other species sharing resources.
Sometimes what you want to do or should do, could be the wrong thing to do. It isn't always as simple as people want, least not in the real world.

I guess this is one of the appeals of videogames, you can go full out without any realworld repercussions.

Why is Shepard suddenly tactful now?

Shepard can shoot Mordin, thus dooming the Krogan; lie to Wrex's face about it, kill Wrex, and lie to C-Sec about why Wrex attacked. Shepard can kill the Quarians without batting an eye, later telling Joker they died "because they were stupid," not because Shepard neglected to mention the upload, and that the Geth would only fire in self-defense (with Legion, anyways). This could be the same Shepard who encouraged them to go to war in the first place. Shepard can, on the flip side of that, deny that the Geth are alive to begin with, shoot Legion three times in the face and show less remorse about the act than Tali does (if Legion died in ME2, she mourns the Geth VI, for crying out loud). Shepard can watch Samara kill herself and then murder the daughter she died to protect. Shepard can punch the button in Omega, killing thousands to free Aria and Nyreen a few seconds faster.

Shepard can be personally responsible for millions of deaths already by this point in the narrative. For such a Shepard to apologize to Tevos, telling her no one could have predicted the Reapers would hit Thessia, when Shepard him/herself has been trying to warn everyone about it for the last two years... it doesn't make sense.

To their entire species defense, they arent bad-looking. I'm certain Bioware is even aware of this and I'm certain that's where the  Bachelor party on Illium in ME2 came from.

Whats wrong with thinking blue space babes are hot? Mind as well since there probably isn't a species like this out in the galaxy. Even if their is, the governments of the world wouldn't tell us. It would cause a religious panic
