So this isn't about vanguard in ME3 but rather a Vanguard playthrough in ME2 on hardcore. Low level vanguard.
My question is, how to build this class and what bonus weapon to select at the collector ship.
Again, I appologize posting this in ME3's section but ME2's build section is dead.
I'm not a noob at ME2. Far from it. I've beaten the game on insanity- infiltrator class.
I've never played the series as a biotic.
All help would be welcomed.

Collector Ship choice: It really doesn't matter. Claymore is the best shotgun, but having an assault rifle or sniper rifle are useful choices too.
Go for charge, incendiary ammo and class passive first. Once you've maxed those out, the rest of the powers are up to you.

Also in Mass Effect 2, try not to think of a vanguard as a rag dolling machine.
Incendiary ammo + biotic charge should be your strategy.
Neat biotic powers come later (but you'll have to strip protections first).
If you choose the biotic route later on, bring Miranda Lawson for her warp and overload (with at least one point in each). Garrus Vakarian is also a neat choice for his overload.
Kasumi's Goto's shadow strike is pretty handy.

About playing as a vanguard.
Pick off enemies at mid range with your SMG + incendiary ammo.
When you see enemies scattered, switch to shotgun and then charge.

Also please play Kasumi stolen memories. You get the Locust which is an assault rifle in SMG form. It's is as good as any assault rifle in ME 2 (except for the Revenant). Kasumi Goto is a very useful squadmate.
I highly recommend reave as bonus power. But this one is up to you.

I still look at the ME2 Build and Strategy forum on regular basis, as do a few other people I think. It is mostly dead since ME3 came out about a year ago so ME2 questions have mostly stopped.
If you had checked out the ME2 Build and Strategy forum, you would have found the List of Strategy Guides Found on the Forum thread. Some good guides there.
Thae video linked by Abraham_uk is good for first-time Vanguards who want to know how to charge effectively on Insanity.
As for builds, unless you are going for something completely off the wall, you want to build your Vanguard something like this:
0) Seeing as you have beaten the game already, you should have all or most bonus powers unlocked. Recommend taking Slam as a bonus power; good for setting up the occasional Warp bomb with Miranda.
1) Max Charge to Heavy Charge. This is to give you 100% (base) shield restore on charge + time dilation.
2) Max Passive. Destroyer or Champion does not matter a whole lot. Champion might be better for first-timers for the maximum cooldown bonus (+15%); Biotic Charge does not benefit from the biotic cooldown upgrade.
3) Max Incendiary Ammo to Inferno Ammo.
After that, I would go for one of two builds:
A) Charge-heavy Vanguard: If all you want to do is charge, then max Cryo Ammo to Squad Cryo Ammo. It will give your squadmates a little extra crowd control and it can save you at times. After that, max Slam. Either evolution is good; Heavy Slam may be a bit better for this build since it will hold the enemy in air longer for Miranda/Thane to Warp-bomb it. I prefer Crippling Slam myself.
Caster-Vanguard: If you want to use more than just Charge, then I recommend Improved Shockwave (wider radius) and Pull Field. Shockwave is a little lackluster until rank 3. You need 2 points in Shockwave until you can put points in to Pull. I would try to get at least one point into Pull before maxing Shockwave, then max Pull. Switch your bonus power from Slam to Stasis once you get 1-point Pull. Stasis requires having completed the Lair of the Shadow Broker DLC.
Even if you have the weapons DLC, you may still want the Claymore for a charger Vanguard. A fully-charged Geth Plasma Shotgun (GPS) may deal more damage than the Claymore, but a) The Claymore fires immediately whereas the GPS has a fire delay, and
you can reload-cancel the Claymore for more damage-per-second than you can get with the GPS, and c) it is the freaking Claymore.
For a more caster-oriented Vanguard, I recommend sniper rifles. Assault Rifles can be a good choice if you have the weapons DLC so you can use the Mattock. I still prefer siper rifles (Viper) though as it covers a "weakness" of the Vanguard so you can snipe enemies before casting or charging. There are a few enemies you cannot charge or may not want to charge, so sniper rifles help here.

I agree, and I also lurk the ME2 forum. 
The Viper Vanguard is an excellent non-Claymore character. Viper has good multipliers versus protections and can strip shields from a group fairly rapidly and let you charge them to send them flying. And it is relatively easy to use close if need be. And finally, it fills out the relative weakness to bosses.
Stasis is the most powerful bonus power for a Vanguard, since you can exploit the extra damage enemies take as they fall out of it. Otherwise, Slam is probably the second best.
Don't skimp on Squad Cryo Ammo. It will provide decent CC on most missions, and great CC on missions with melee creatures. But I agree that Inferno Ammo should be the priority after Charge and Passive.
