How do I get this? It is not available when I bring up the game and log in from within the game. I look at downloadable content, I see my points, but nothing listed even if I don't have enough points to get it. Is this not available yet or a separate purchase?

It's not available yet. The launch was delayed and there hasn't been any other launch date come out yet that I know of.
