Though Billy would be very cool given it's obscure, I have a feeling this will be a sort of "passing the torch" for the next ME story. So this villain may be the main antagonist in the next game(s).

Afterall, it was confirmed that the on-going comic "Mass Effect: Foundation" will get its kick start with Citadel DLC. Foundation? For what? The next game.

A new villain which is introduced for ME4 would make sense, of course. And they would go around the problem regarding which support cast of ME1 and ME2 is still alive.
I think there was a statement that the main villain of the Citadel DLC would have a very good reason to hold a grudge against Shepard, so I assumed it is someone he already knows.

Quick note out of context: Personally I am not opposed to wild speculations that are not 100% thought through in this thread. :D

probably went rogue and started producing emmulated thralls through indoc, forming a new army created of harvested Leviathan in humanoid form. Maybe that e mail stalker provides the man power behind the throne..All this is in the citadel records as it occured before, but handily forgotten over 50k years..or more.

Someone is manipulating the catalyst without it's knowlege, tapering change for future generations, unknown by all, even the catalyst. The reason behind the intelligence going catalyst in the first place. Friggen hackers making a mark..

I would have to second Armistan Banes as in the Trailer the bad guys are too well equipped to be cerberus thugs. M99 Saber's, advanced armor and they know what they are doing. It suggests someone powerful with access to alliance hardware. I believe Admiral Kohoku and the missing Marines were waxed because they got too close to the truth.
