Why didn't the Reapers attack the Citadel first, or soon after they attacked Earth? They attacked it last. Wasn't their entire strategy supposed to be take out the Citadel to destabilize the council and collective government of all species, and then go and exterminate the planets? Was this just overlooked so that Shepard could go relax on the Citadel and have his Citadel adventures? Judging by the latest DLC trailer, I'm starting to think so....

It's a T-R-A-P. Everyone on the Citadel, and that includes most of the important leaders of the galaxy, felt safe and did nothing. That's what the Reapers want.

They use the Citadel to launch a surprise attack on the heart of galactic civilisation and tear it out before anyone can form a resistance. Then they use the Citadel to lock down the relay network and use the census data stored therein to harvest the galaxy. Since the protheans sabotaged the keepers and Shepard destroyed Sovereign, the Citadel isn't important for the beginning of the invasion this time.

They need to get a foothold in the galaxy by waging war on the home systems of the various races since they have been forced to attack traditionally and against a galaxy that is fully aware of their impending arrival, beat them into submission and then they can take the Citadel and proceed to harvest the galaxy like previous cycles.

They only attack it when they do because the Illusive Man informs them that Shepard is ready to use the crucible so they capture it to relocate it to Sol so that they can defend it.
