Her movement speed should be buffed. I would think, probably incorrectly,that this could be addressed by a balance change.
Other than that, I disagree mostly. I think she is fantastic against 3 of the 4 factions; I admit to struggling with her vs Collectors, and a significant movement speed buff could really help her there, considering the insane accuracy of the Collector Captain and his godly CAR.

Only thing what needs to be changed on shadow is possibility of using Shadow strike on Atlas.

Uhm, ditto.I'd say invulnerabilty during the animation, but I think that would be a bit too close to biotic charge. Still, stagger immunity would be excellent.
