I know. But there is just one thing that bothers me: The Cerberus Headquarters Mission is something urgent, no? So would it make sense to go to shore leave during that time?
right before cronos is the best time. There's actually a line in there something like "we're preparing our final attack on Cerberus right now". It easy to think the admiral need time to mobilize the fleet for the attack. As its a to important mission to risk failure.

This can now be One Of The MANY Reasons why I'm going to play the Citadel DLC AFTER Sanctuary. I have a Better and more "Personal" Reasons on the Previous Page.

Anyway, the best time to play this DLC is after the Destroy ending. Just play through the game, get to the end, see Shepard wakeup, ignore all that bull**** about "The Shepherd", and then just play Citadel and ignore any mentions of the Reapers. Seriously, there's only a couple. It's like the galactic war isn't even going on any more. Play it afterwards and have the badass ending you've been waiting for.

Levithan just before Thessia.
Citadel just after Horizon.
Omega just before Chronos - Think of it as taking a Cerberus Base before the Main Base.

(I'd also still like to know why my Paragon Shep used Joker as bait and appears to kill that merc even when the guy is pinned to the ground and hasn't actually shot anyone, while an armed Cerberus operative just got a punch in the face after attempting to kill Shepard in the Conrad Verner side mission, but maybe that's another thread.)

folks'es analyzed this game so much they're starting to count the molecules in their respective quantum reality..
and then..there is "The Citadel" to figure out just what went wrong with that...(easy part?)
