No, the 2 downloads add up to roughly the same size.

Edit: Apparently I'm wrong, its 4.1 even on xbox. wtf?

The difference in size to the 360 version is probably the fact that they can use better compression on PC, thanks to them handling the content delivery themselves. Pretty sure Mircosoft doesn't even use any kind of compression for downloads.

Actually the difference is because in taht screen it shows the size the dlc takes up WHEN INSTALLED. The thing were downloading is compressed, thus takes up less space until its done downloading and unpacks itself.
