DLCs on 360 are capped at 2GB in size. Why I'm not sure, but that's the reason for two parts.

And yes, only "Part 1" can currently be downloaded (although it appears as "Part 2" on the hard disk.)

Okay, this isn't good. Loaded up a game, went to access the galaxy map, and got the message, "You only have Part 2 of the DLC installed. Please install Part 1."

I have a feeling we're all gonna end up having to e-mail MS and get sent special links to Part 1 if we don't wanna pay for it twice...

Yes, only one part (the second part, even though it's labelled as first part) is available. The other one? Nope.

Its in two parts because there are restrictions on the size a DLC can be on xbox marketplace, (2GB I believe). Games on Demand and other full titles are not bound by this restriction as far as I'm aware.

i think its fine. the description matches the 1 of 2. so its probably just poorly labeled.

Full games aren't restricted in size, but DLCs are.

I still think it not mistake. The dlc with label part 1 is over limit, part 2 isn't. So they release part 2 as paid - titled part1 only as it the paid one and first part released with the over limit part as free download.

That's exaplain why I remembered to have downloded larger files: they were full games

Part 1 (technically Part 2 I guess) is officially available through the Mass Effect 3 in-game Downloadable Content section and the Marketplace.
