Also of note: There is no 1st Tier Commendation Pack, only the Gift Pack and 2nd and 3rd Tier Commendation Packs if going by the Operation description, confirmed by Bryan.

Actually going by the description it should have been 3 commendation packs. "Individual Goal: This challenge is tiered:

• Participation (extracting on any difficulty) earns the 1st-tier reward.
  
• Extracting against all four enemy factions on Silver difficulty or higher earns the 2nd-tier reward.
  
• Extracting against all four every enemy factions on Platinum difficulty earns the 3rd-tier reward.

Rewards:

• 1st tier – Commendation Pack.
  
• 2nd tier – A second bonus Commendation Pack and a banner, (“Stood Fast, Stood Strong, Stood Together”)
  
• 3rd tier – A third bonus Commendation Pack."

Buuuut since they went and changed the meaning.... gift pack-hurricane IV, comm pack crusader IV comm pack eagle VI  (hate the eagle)
(I really think that they should give a third pack since that is what the challenge promised but oh well)
