Stuck in Denerim, looking for advice

I know that this isn't always the case, but I seem to have the Denerim Guards after me. 

I put off most of the quests here, but am trying to finish them to earn cash for my Felon's Coat. If I go to any of the areas highlighted within Denerim, a group of 15 - 18 guards, half of which are archers, stop me. They call me the Warden thief, say I'm pillfering goods (which I am, no denying it). If I get by them, I did once, it repeats when I try to get back to the Merchant's District. Hitting my map and trying to leave Denerim is also greyed out to me.

Here's what I've been doing:

I pickpocketed everyone in the Market. I opened every chest I could in the Market. At one point, I had the Bad Luck Charm in my inventory, which I understand is pickpocketed from someone. I also started the Crime Wave quest line.

My questions: Which of these actions caused my situation? My wife has played multiple toons, and never come up on these guards, so I think it's something I did, most likely one of the things I've listed. Can it be fixed in-game? Or, do I need to re-start this character?

I've not had the game long, really enjoying it so far.

I'm pretty sure the rampant thieving from people is to blame. However, I have a Rogue character who stole quite a bit, but never had those encounters happen. I have seen them on another character, so I know what you're talking about. The only thing I can think of that's different is that the first times, I didn't use Stealth, so everyone saw me. With Stealth, no-one can see me, so the crime goes unnoticed. No idea if that's true, but I figure it's as good a theory as any.

It's not whether or not you steal it's if you get noticed by failing. You can pickpocket unstealthed but if you fail an attempt that's what triggers the guards. For example I didn't see them until I tried to pickpocket the Sergeant and failed.

Don't neeed to restart as it should only be an encounter or two.  They shoudln't keep coming unless you keeep getting noticed.

Both are sound theories. I din't Stealth too often, and I also tried staealing from the named guard captain.

My new plan: I'm going to do ALL the quests in Denerim, THEN rob them blind. :devil:

So, according to this page on the wiki, it was the failed stealing attempt that does it. Also, 4 ranks in Stealing, plus Cunning of 51, and it won't be an issue.

That's the plan for my next rogue.

You can fight and kill the guards that attack you for stealing without any consequences.
