She was not on my ship so maybe thats why? If she is on your ship dose she get to go to the party? Seems kinda mean to leave her out if she was on your ship.

A squadmate mentions Chakwas couldn't make it due to being needed at the hospital, but she sent some alcohol to the party... I think it was Traynor that told me this and she also mentioned the gift sent had already been consumed.

Nah, she's not involved at all, which is a big shame.
For me, Traynor mentions she couldn't come because of some medical emergency thing or some such. A cop out really

Samantha said that Dr. Chakwas received the invite, but couldn't come due to urgent medical work or something like that. She also sent some great liquor (serrais I suppose), which Samantha surprisingly did not pass to Shepard and drank on her own.

Dusty said he only wrote Steve for this DLC, so I didn't really expect to see Chakwas, Ken, Gabby, or Adams (and I haven't heard if Kelly is anywhere to be found).

I have no idea why she wasn't included, but yes, Dr. Karin Chakwas, Dr. Michel, Kelly Chambers/Felicia Hannigan, Engineers Gabby, Ken and Adams, and Diana Allers all do not show up at all in the Citadel DLC under any circumstances (not that anyone was missing Allers anyway).
I would probably agree that the VAs just weren't available. Heck, if the dialogue had been recorded almost any later, Zaeed would also have been left out because the VA died. Sadly enough, stuff like that happens.
As for Chakwas, Samantha says she couldn't make it due to an emergency (so at least they remembered her). That itself is weird though, because you can't invite her as she's not on the invite list. (Not even as a "mandatory inclusion"). The others have no excuse, nor invite option.

Yeah i was very disappointed she wasn't at the party, i mean she been around since mass effect 1, i would rather have had Traynor away.. Also ken and gabby and kelly should also been there, very strange many people who could been there, also bailey and thane's son could also have come.. But i guess they got lazy..

It's why in DLCs, your squadmates are silent for the most part...

They could of had some of the characters not say anything and just fill up space that wasn't filled or do some crazy dancing or pass out on the floor or have ken and gabby kissing in a bedroom and have the door closed the next sequence if you were up to that part of the game.. just sayin. They could've gotten creative. Chakwas doesn't seem like a party person but they mentioned what she was doing in the dlc and Thane's son and Bailey are busy doing Thane son and Bailey things.

My guess is either down to limited resources or that Caroline Seymour (the VA) had scheduling conflicts. Given the sheer volume of dialogue that was done for Citadel, my money's on the latter.

I think it's safe to say that it's either a case of the VA being unavailable at the time, or they had to limit themselves in the number of characters they could use for budgetary reasons.
If you think about it, most of the character cameos are squad-mates, past & present. Anderson, Joker, Traynor and Cortez are the only supporting characters that make an appearance and all three have good reason for being there. The two former being the most important supporting (non-squadmate) characters in the whole trilogy, the latter two are both love interests. Apparently Kelly doesn't count...neither does Allers as if anyone cared.
Add to that an appearance by Kolyat and a completely new character throughout the story segment and they're probably at the limit of what they're able to afford in terms of memory and finances.
As others have noted, the like of Ken, Gabby, Adams, Bailey & Hackett are also missing. Bailey does at least get a mention. Honestly, I was more surprised at the absence of Conrad Verner than Chakwas.
