gear he's using :
Starfang 1hander
Eamon's shield
Silverite warden commander armor set
helm of honnleath
spellward (? - the amulet thing you buy from the camp vendor)
lifegiver
harvest festival ring
andruil's blessing
his stats are setup with dex as his primary stat , every level i give him 2 dex, 1 str . every third level its 2 dex, 1 con.
anyone have any suggestions as to why he drops like a pair of panties on prom night ?

Edit: Screenshot of Alisters tanking.
I typically have him in defence stance with threaten & use shield wall incessantly;
• For mages fights he just auto attacks with the odd shield bash and a glyph of nul magic.
• For groups of peons my group concentrates fire on his target while my mage uses crowd control to spread the damage out.

I think the key talents are these (not sure if you can put them in an order)
Shield Wall, Shield Mastery, no-flank talent, Threaten, Taunt.
Keeping Shield Wall and Threaten up is pretty awesome by itself.
As for stats, I believe he should just have enough str for the armor usage. Then some CON and alot of dex. He may not do the best damage, but he is meant to tank and he will tank well. His "aggro" will come from threaten, he will have good hp and a good amount of avoidance.

I've seen him tank pretty well, but can't really tell what items he used.

Same to me. He was my tank on my first playtrough. Died a lot in the begining but after lvl. 8 maybe 9 he was ok.
I have the same opinion about talents adding precise striking, rally and warcry (from the Champion Spc.). Maximized the shout has the same effect of 2H. Sweep and is great for the mobs.

Some people have already suggested keeping his STR high enough to meet requirements while pumping the rest into dex. So I'll just give a few pointers on what I do with him...
I think when it comes to Alistair it's all about the gear. If you've played any MMOs *cough* WoW *cough*, you'll understand that Warriors suck until they get good gear, then they become gods. When Alistair gets good gear, he completely out tanks Shale hands down.
This is what I use on him mid game:
Evon the Great's Mail
Bergen's Honor
Earthheart's Portable Bulwark
Wade's Superior Heavy Dragonscale Boots
Lifegiver
Dalish Promise Ring
Creationist's Cord
As you can see, there's definitely much better gear end game (better shield off gaxkang, Cadash Stompers) etc. However, I just finished clearing all of the Denerim quests with Alistair as a main tank, and I think I had to heal him once every fight.
If you want to make Alistair a great tank early, I would strongly recommend getting him Evon the Great's Mail as soon as possible. In my opinion, it's hands down the best tank chest piece in the game. If you don't have Cadash Stompers yet, get the heavy (NOT THE PLATE) version of Wade's Superior Dragon armor and combine it with Evon's for a +5 defense, -20% fatigue set bonus. Evon's on its own makes a noticeable difference in Alistair's tanking performance.
If you don't have a PC tank or don't recruit Loghain, Alistair is the best tank you have, and he's amazing at his job if you gear him correctly. Just make sure you get enough defense skill on the guy as you can. Don't worry so much about his HP pool (he rarely needs a ton of HP considering nothing really hits very hard in this game). If he can't be hit, or takes very little damage when hit, you're golden... and that should ultimately be your goal.

Before he gets tactics in particular you have to take real care to manouver him so he isn't getting flanked.

Before that, no Evon's Mail and Felon's Coat. After the upgrade they will be there. But only until you buy that last set of drakescale. Then the shop shuts permanently.

I have Wynne's tactics set to autocast Heroic Defence and Glyph of Warding on him when his health is below 90%.
That normally takes care of my tanking needs.
