Spawn limit, difficulty, and factions

I remember back when dragoons and bombers and the like were added and people made the (good imo) point that this didn't suit the factions.  Dragoons for example rushed everything, whereas cerberus was made out to be a methodical, tactical, slow push faction. 

Now I agree that dragoons don't fit, but only because of their speed and lack of tactics.  But it got me thinking.  Reapers are supposed to overwhelm with numbers right?  So instead of making them so much tougher per unit as difficulty increases, there should just be more of them. Imagine being swarmed by husks....

Similarly for the other factions, numbers rather than general toughness, is better in my eyes. Although cerberus and the geth should be physically tougher and more tactical. 

I also realise that the ridiculous, console induced spawn limits can't be removed easily.  But I can dream.
