Oh dear. As long as someone gets to cuddle his waifu everything else didnt matter it seems.
Citadel is good at what it wants to be - a light-hearted, fluffy good-bye to the characters with an ok story attached. But it's not in the same league as the other big story DLC packs of the trilogy.

No, I get what you're saying. But people have been asking and pleading for this sort of DLC content for multiple years. It's not a surprise that everyone's overjoyed now they finally have it.

I don't know how qualified I am to vote since I didn't play Citadel, but I did sit through more than five hours of livestream so I got a pretty good idea what's going on (and I DO plan to get it eventually).
IMO LotSB is easily the better DLC.
Not saying the Citadel is bad, it's just that to me it looks more like a parody, or caricature of Mass Effect. House, Casinos, Arenas are nice touch and the quality of squad/LI interaction is really good but I'd prefer the team had put more emphasis and resources on the story portion of the DLC to be honest.

you can't really compare them
once is a serious story driven dlc, the other goes out of it's way to make funny situations and references at every opportunity.
I like both in their own regard.

Personally I never found x-mas comedy episodes to be the pinnacle of any show I watched.

LotSB doesn't even come close in my opinion. Second best dlc in the trilogy, yes, but Citadel blows it out of the water. LotSB is a little more serious and it makes more sense with than main plot but they both include a lot of silliness(mainly just banter in LotSB). LotSB is too Liara centric. The Citadel has more silliness, includes all of your squadmates, and is just a lot more fun. Plus, Citadel is filled with a lot more content than LotSB.

What's the standard of measure? It's always going to be hard to equate two things of different aims, styles, and especially size: in terms of tone,intent, and outright content, the two are different beasts entirely.
While I do think Citadel is better than Shadow Broker in most of the 'objective' fields (ie, quality AND quantity of combat, level design, character interaction, etc.), I don't think it's fair to relate them as rivals. Shadow Broker was a definite precursor to the ME3 system in general, and Citadel is as much a descendent of Shadow Broker as anything else. It's only natural for the evolution of content to get 'better', but that doesn't challenge the quality of the parent.
If we had to get at the 'which does it's role better,' I would say I prefer Citadel: Shadow Broker was Liara-centric to the exclusion of the rest of the cast, and the role of the DLC was not as well planned in the trilogy. Citadel makes no pretensions at being a Big Deal for the plot as a whole, while Bioware was never really cemented on what they wanted Liara becoming Shadow Broker to mean for the greater story, or why it needed to be done for her character when most of her ME3 relevances comes from being a Prothean expert.

I absolutely liked Citadel - lots of fun and giggles,but in my opinion LotSB is better. Later is a really good chunk of story with plot and has Mass Effect "meat", while former is a really funny well made lightweight comics.
Both are a must have DLCs in my opinion.

LOTSB had a much better story and it was a must have for Liaramancers such as myself. Citadel offers something for everyone and has more replay value. Citadel is also meant as a way for the fans and Bioware to finally say their good bye to ME3 and the characters we have grown to love. So, Citadel beats LOTSB, but only barely.
