For Jack you have to fight once in the combat arena before she contacts you.
Not sure about Miranda, she just sort of showed up as an option to invite up to the apartment. But I haven't seen her outside of the apartment yet.

Odd, I got a message to meet her in the casino but I did not get one to have her visit the apartment. I did not romance her, maybe that's why?
EDIT: Miranda I mean.
