They are doing a futuristic version of the Shell Game. It is an old con involving slight of hand that cheats gullible marks out of their money. The only people that ever win are the people running the shell game. Occasionally when you see it on the street you'll see people betting and guess correctly, but these people are shills that are actually partners of the guy running the Shell Game. That is part of the con to intice a mark into betting.

Seriously, I'm fairly sure this was Bioware intentionally poking a bit of fun at how they were percieved during the ending controversy, especially with the Vorcha constantly crowing for "New player! Need new players!" Or maybe I'm just barking up the wrong tree...
