I got the thing for Shale in with the game, one of those little
leaflets that has Shale on one side and the blood dragon armor on the
other. I redeemed the code for Shale, and after many hours and the helpful forum thread, got the
game to recognize it. The Stone Prisoner thing shows up in the first
tab. I am new to this, sorry, but it says I have to buy it now? I
thought this card meant that it was free. My online profile shows the
Stone Prisoner as redeemed and all, and it says "Check your game's packaging before purchasing". Can anyone help me?
DLC help, not sure how this works.

Sometimes the game can't make the proper connection to the server to verify that you own the content, so it offers to you for sale.
There is a background service that handles that. Try manually starting it before you start the game:
1.) Press the windows key + R (or click Start and then RUN) and type in services.msc and press ENTER
2.) Locate the Dragon Age: Origins - Content Update in the list of services.
3.) Right click it and select START
