In my other parties I do have him.
I'm not sure what I've missed in order to trigger the scene where I get him.
do I just keep playing?
I'm already doing the elf quests at this point.
How to get Zevran?

I don't believe you can get him until you've gotten at least one ally already. Right after you finish the first ally quest you should get the cutscene with Loghain, Howe, and Zev. When you travel again the cutscene should appear with Zevran and the other assassins.

You have to complete one treaty quest first. That will trigger his ambush cutscene stuff.
