So I was wondering if we ever got an explanation for why Sidonis never shows up or is even mentioned again if you convince Garrus not to kill him? I know it's mentioned he tried to turn himself in on the citadel, but I don't think he would be punished in Citadel space for crimes in the Terminus systems.

It just seems like a wasted opportunity. If you let him live, he leaves while swearing to try and redeem himself and I thought it would be a perfect for him to come in and save the day at some point in ME3. It could even be like the salarian councilor, where someone who would othervise die gets saved if Sidonis is alive to save them.

There was some info panel on the citadel or maybe mail battle report, he saved kids from the reapers and died like a hero. Nothing on wikia strangely enough.
upd. sorry wrong guy,  i bet i've heard something similar about sidonis as well, could be alliance news also

In the original script, whether or not you saved Sidonis was tied to whether or not Garrus's family got off Palaven...

He turns himself into CSEC in ME2 if you let him live.
