While I agree with you on the effect of good and bad content, I have to point out that Leviathan was generally well received.

Leviathan was a great DLC. Not as good as Citadel but was still very good.
Omega was not bad either, was okay (imho). Not amazing but not bad either.

For me it was. I played Omega once, I have played Citadel four times now. I liked Leviathan though.

I think a lot of it had to do with people expecting it to be something that it wasn't intended to be~ It was quite buggy though.
I LOVED Citadel though, it was really really great and I hope BioWare take their games in that direction in the future along with improving combat of course.
