Help me understand 9th Level Spells on EK builds

So, I was playing around with the NWN2 character builder site, and saw something that didn't make sense to me. Here's a build I was playing with: Swashbuckler (3), Eldritch Knight (10), Wizard 7 with an Int of 19. 

Now, with Practiced Spellcaster, the way I read that Feat, and the way the character builder site reports my Arcane Caster level, that's level 20. So why do I not have 9th level spells? The way I read the Practiced Spellcaster Feat, it should make up for the 3 levels of Swashbuckler and the 1st level of EK. 

However, if I look at the Spell Progression chart for a Wizard, I see that at 16th level, they only get 2 level 8 spells. Now, with 3 levels of Swashbuckler and 1st level EK, that sounds right. But I thought Practiced Spellcaster would overcome that? 

It's Practiced Spellcaster bugged? Or am I reading it wrong?

Practiced Spellcaster makes up for the loss of caster levels (due to a bug, it can actually make your CL higher than your HD, even when it shouldn't, but I won't go in detail about that), but it doesn't give you new spells, more slots, or anything like that.

In your example, your caster level for the purpose of known spells and spells per day is 16, but your caster level for the purpose of spell power, duration, etc. is 20.

To help some more.
The Wizard gets Level 9 spells at level 17.
You lose 4 caster levels. (3 Swash/ 1 Eldritch Knight). Now your spell power is less but Practiced Spellcaster fixes that so that you spells count as if you were a level 20 Wizard but nothing more.

There wouldn't be a disadvantage if Practiced Spellcaster gave you new spells and spell levels.
