I googled this and found someone suggested copying the MP game to the single player directory, loading it, reordering it, and then saving it.   However, this only works when the game is reloaded in single-player mode -- the reorder is lost if I copy the savegame back to the MP folder.

I am wondering if there is an editor out there that allows reordering within the save file?

I think, you can't change the first (primary) character, created in MP even after copying the save in single player directory. And I know not such an editor (at least my attempts to do that in shadowkeeper and nearinfinity failed). So, I think, the only way to do that is to create a new MP game with desired order of characters.

Export the characters who are out of order.
Load the game in multiplayer but delete those characters and re-import.

Works with created characters but not the in-game NPC's such as Imoen/Minsc.
