Cannot finish quest "Arl of Redcliffe"

I have finished the quests Broken Circle, A Paragon of her kind, and Nature of the beast.  However, when I approach Arl Eamon to end the quest Arl of Redcliffe and begin the landsmeet quest he tells me I need to gather my army.

For context's sake I sided with the werewolves for Nature of the Beast, and I elected lord Harrowmont king for A Paragon of her kind.  Furthermore, I am running the mod Character Addon Respec Ver 1.6.  I also have Return to ostagar, Wardens Keep, The Stone Prisoner, and Awakening installed.

Thanks for reading this, I hope someone can give me an answer.

Could you please check your journal if all the four major questlines are flagged as completed and updated properly as per your decisions?

Broken Circle, A Paragon of her kind, and Nature of the beast are all flagged as completed. Arl of Redcliffe is updated to "Speak to Arl Eamon when you are ready to leave for Denerim". All sub components of Arl of Redcliffe are complete as well. Gather the Army is not completed and I am not sure if that is consistent with the Arl of Redcliffe quest being incomplete or not. Lieutenant Cadrim and all three emissaries are present in my camp which should indicate that Gather the Army is complete.

Did you use a mod that enabled the blood mage ending to Broken Circle that ends up with you killing both sides?

Nope, didn't use any mod other than what I stated at the top of the post. This is a strange bug. I've played through two other times and didn't have this issue. Not sure if I messed up a quest mechanic or if this is just a bad glitch.

Hmm, strange indeed. You might try using the console to debug this time around, though I'm not sure if it'll help as I've never encountered this bug. Sorry.

Do you have any idea how I could get past this using the console, I've tried looking for the commands to debug this part but I havent found them.

You'll find the console commands here. May be try setting plot flags for each quest and then go talk to Eamon. I haven't done this myself and since I don't have any saves of the early parts of the game, I can't really verify if it'll work. May be you'll find a way tinkering with the console, good luck.

Thanks a lot. I started a new game, but I'll go back and see if I can fix this using the console. At the very least hopefully I can help someone else with the same problem.
