I believe you can do so though on the PC. (Unsure, I'm a console player).
I wish they, and Wrex, did not come with some of the abilities already spent. That bugs me sooo much.
Also, as far as I know, you still can't respec Javik either.

^ This so much - I wish I could respect Wrex without his Stimulant Pack power, since that power seems to be bugged during the Citadel Archives mission where he'll activate it over and over until he has no more Stim. Packs or Lift Grenades (since they're tied together).Asch Lavigne wrote...

Yep, that's exactly the reason why - his supply of Lift Grenades are tied into his supply of Stimulant Packs, so the bug that causes him to active a Stim. Pack repeatedly drains his grenade supply as well.TudorWolf wrote...

EDIT: If someone knows how to respec squadmates powers and how to unspec the power to be unpurchased using Gibbed, would you mind posting how you do it?

One can access other ME2-crew's skills once you've run with them through the sim once, they'll show up in Squad/Henchmen.
Editing point-allocation that way doesn't appear to take effect at all, though. They'll always reset to the base 3/3/3/3-setup they start off with. In the case of Wrex, neither removing Stim Pack, resetting to 0 nor replacing that power with some other altogether would work.

You know how fun it is to play the simulation mission with 2 krogan in squad? xD hahah it still makes me laugh even when I think about it. xD

Console Commands. This is impossible on Consoles unless Hax! But I don't know how to toy with consoles though. It appears Bioware miscalculated the points, so every Citadel Squademate is one point less. All you need to do here is add talent points to allow Squadmates to max out all of their powers. For Shepard, however, without tweaks to the coalesce.bin file, the game will always reset Shepard's powers should you try and max out all of Shepard's powers.
