Edit: Could also be possible that you get it if scoring more than 9999 points. I don't know exactly.

Bingo.
I found it pretty easy to get during the reapers super-elite mission for the help a dream kid. In fact I have yet to score less than 10,000 when fighting super-elite reapers.
if you're a power based class it's pretty easy to boost your score a bit by taking an easy penalty like no thermal clip drops.

EDIT: Op, just so you're aware, when you do get the opportunity to unlock the phantom armor, look at the stats of the three choices first so that you can take the one that suits your current Shep the most. A heavily power dependent class might want to take the spirit armor, if you want a well rounded armor, take the shade one, if you want a more weapon heavy stat one take the nightmare one.

Will do, but the problem is that I'm not getting the option to obtain the armor.

ETA: I see that by looking at the Achievements list that there is some sort of side quest regarding the Arena that I have yet to see. Do I have to obtain and complete this side quest to get the armor?

Then you have to pick up the armor next to the counter where they sell the gold tier rewards. It's one of those manequins you have to click.

Or you could just have a squad of characters with particle rifles or Lancers

Went back down, checked my e-mail in the arena system, and I got an apology e-mail saying they'll give me some armor for my trouble. After that, the blue objective arrow popped up pointing me to that case by the reward redemption kiosk, clicked on it, and got my choice of the armors.
So if the e-mail didn't pop up immediately for you, not sure what's going on.
