So I'm trying to use Flare or Lash as a bonus when creating a NG+, but they aren't available, even though I completedly the DLC (and the game, after completing the DLC) in the career I'm trying to import.
Help?

Are you at the character creation screen, or are you on Normandy?
I think I had this problem as well the last time around. You can either wait until you have access to the med bay for retraining your bonus power, or you can use Gibbed to edit the power (what I did).
Create the character with whatever bonus power. After you get into the prologue, save the game immediately.
Open Gibbed save editor and load that save.
Go to the Raw tab, then scroll down to Squad, then look in the Player section. Go down till you find Powers and open the collection. It should list the powers. Go to the the bonus power and hit "Remove." Then hit "Add."
Look on the properties on the right. Enter this information:
class Name:
sfxgamecontentdlc_exp_pack002.SFXPowerCustomAction_BioticFlare
Current Rank:
1
Name:
Flare
Wheel Display Index:
7
For the evolutions, just have 0's to start with.
Then either make a new save, or overwrite the save you opened.
You should now have Rank 1 Flare as your bonus power.

Were you signed in online? I've previously had problems with DLC content not appearing in game when I was offline.

No I think it is a problem with the bonus power selection in the character creation. There was a similar problem in ME2 on PC as well where you couldn't select Stasis.
