 I feel really stupid because I can't figure this out but how do you launch the part of citadel where you meet up with joker?

i haven't been able to figure it out, I always do his dialogue in game after any story mission and I have done citadel twice and he hasn't shown up and I have not got an email. Am I missing something that launches it?

You mean when he appears at the bar?

Just visit the upstairs bar at the casino and eventually a "Wait" thing pops up at the counter. Same for Wrex
